Of course not. Haven't you ever seen someone's picture in a magazine or on TV? You only need permission to use someone's likeness if you are profiting from it. I.E., I can use these pictures, which are public domain, as long as I'm not charging for it.
It's a law that protects people from being sued if someone else happened to be walking in front of there camera while they're taking vacation photos as well.
